How we support you
Three lines of work, one idea: inclusion should not depend on how lucky a family gets.
We are not doctors. We do not give therapy.
We tell you what your rights are.
We go with you to ask for what you are owed.

Guidance for families
We listen to your situation and explain, in plain words, what rights you have and what the next steps are. Free, and without the run-around.

Schools and teachers
We support school teams with concrete tools so the classroom makes room for every student, with and without disabilities.

Community and awareness
Meetings, campaigns and joint action with the sports club, the city council and other organisations, so inclusion is lived every day.
We advise and accompany. We do not provide treatment.
FUPIS is not a health centre or a therapeutic team: we do not provide therapy, treatment or rehabilitation. What we do is explain what rights you have, what you can claim and from whom, and stand beside you while you do it. When what you need is treatment, we point you to where to find it and what cover you are entitled to.

Inclusive education
Placing a student in a school is not the same as including them
It is the hardest distinction to explain and the one that changes a young person’s life the most. This is how we put it.
Integration means going to school, but the school does not change.
Inclusion means the school changes so everyone learns together.
The PPI is a paper the school writes with your family.
The PPI says what support your child will get.
The PPI is a right. If the school says no, write to us.
Placement
The student joins the mainstream school, but the school stays exactly as it was. If they can keep up, they stay. If they cannot, that is treated as their problem and their family’s.
Inclusion
The school changes so the student learns alongside everyone else: the materials, the pace, the way work is assessed. When something is not working, the school is adjusted, not the student.
The PPI: the thing you can ask for by name
The Proyecto Pedagógico Individual is the document where the school writes down which supports and adjustments it will put in place. It is drawn up together with the family, reviewed regularly, and lets the student pass the year like any other. It is not a favour or an exception: it is set out in Resolution 311/16 of Argentina’s Federal Education Council.
If the school tells you it does not apply, write to us. We will help you ask for it.

Families who organised to change their schools
FUPIS grew out of families in Junín who shared one question: how to make sure their sons and daughters with disabilities had a real place at school and in the community.
For more than twenty years we have worked for the right to an inclusive, quality education for everyone. We do it with families, with teachers, with the sports club and with the city council.
What we sustain, we sustain together.

We work with the schools and with the city.

The benefit performance on Saturday 10 October at the Teatro de la Ranchería was a great success. Thank you to Sebastián Pajoni, to the Colegio de Escribanos in Junín and to everyone who bought a ticket and came along that night.

Argentina
The national disability emergency is still in force
Law 27,793 declared a disability emergency across Argentina until 31 December 2026, extendable by one more year. It requires the State to take measures guaranteeing an adequate standard of living, health, rehabilitation, education, social protection and work for people with disabilities. Decree 84/2026 set out how it is applied.
It is the legal ground a family can point to when a service or a school support is denied.

Argentina · Under debate
Two roads in Congress: extend the emergency or replace it
On 23 September 2026 the committees of the Chamber of Deputies signed two reports. The majority one (42 signatures, the governing party and its allies) proposes a Permanent Disability Strengthening Law to replace the emergency: it keeps the disability certificate and the non-contributory pension at 70 % of the minimum state pension, compatible with earnings of up to two minimum wages, but it does not say how benefits will be updated. The minority one (36 signatures) proposes extending the emergency until 31 December 2027, with monthly updates in line with inflation. No date has been set for the floor debate. Meanwhile chapter 6 of the 2027 Budget repeals the automatic updating of pensions; the governing party has promised to take it out.
What is voted in the coming weeks may change which services and pensions a family can claim. We will be following it closely.

Argentina · Under debate
Deputies: the 15 October session fell through for lack of a quorum
The opposition had called a special session to extend the disability emergency until 31 December 2027, together with household debt and Decree 70/23. Only 121 deputies took their seats, eight short of the 129 needed, so nothing was debated. The Speaker, Martín Menem, called another session for Wednesday 21 October at noon, with disability and household debt on the agenda.
If Congress passes nothing, the emergency ends on 31 December 2026. We will report what is decided on the 21st.

Argentina · Pensions
What the permanent law would change, according to the Budget Office
Congress's Budget Office analysed the majority report. The non-contributory pension would be granted on the strength of the Single Disability Certificate and could be drawn alongside a registered job, as long as income stays under two minimum wages. It estimates some 200,000 new recipients on top of today's 435,270, at a cost of ARS 599 billion in 2027 and ARS 1.2 trillion a year from 2028. According to the report, the text keeps the monthly update of fees for basic disability services.
It lets you compare both paths with figures: who could get a pension, and whether services keep being updated.

Latin America
One in five students with a disability attends a special school
UNESCO’s SIRIED 2024 study counted 2.3 million students with disabilities across the region. Fewer than half of mainstream schools enrol this group, and more than a third of these students leave before finishing secondary school. 76 % complete primary school, against 99 % of students without disabilities; for secondary school it is 61 % against 82 %.
It puts numbers to what families already know: mainstream schools still do not make room for everyone. That is the work we do.

A new network links school, university and jobs
On 17 September 2026 the Inclusive Education Hub of Argentina was launched in Buenos Aires, led by the Network of Inclusive Companies and the OEI, with support from CIPDH and under UNESCO auspices. It brings universities, companies and organisations together to share good practice and promote accessible education that leads to work.
It is the same bridge we are building with our job inclusion project: school that ends in a real job.

2027 Budget: hearings, committee report and vote in the Chamber of Deputies
Hearings on 13, 14, 20 and 21 October; the report on 27 and 28; the floor vote on 4 November. That is when it is decided whether the chapter repealing the automatic updating of pensions stays in.
